I've just taking another look at the chapter on "Design of DC Charging
Inductors" in "Pulse Generators".  Average current is DC, air gap is
essential to avoid saturation.  In fact, "98% of the total energy is
typically in the air gap and not the core".  If a DC ammeter in series
with the inductor and power supply reads anything there is a net DC in
the inductor and thus a net DC MMF.  It's the ampere turns that count!
