OBIT testing the ebay way!

This guy doesnt know he has an OBIT but I quote:

"I hooked up the old simpson to it and plugged it in and out real quick 
while watching the meter peg out on the 1000 volt scale"

Is it just me or is that not only incredibly dangerous(if you were holding 
the meter especially)but probaly damaged his meter unless he inserted the 
plug and removed it in under 8 ms?
