Depends on a lot of things...
how thick is the copper?
Is it plated?
Do they provide test coupons?
How many holes? (of how many different sizes?)
Are the boards trimmed to exact size?
How many layers
Is there soldermask and/or silkscreen?
How fast do they deliver?
etc,etc,etc.
Especially when dealing in small quantities of small boards, comparing on
square inches probably isn't a very good metric. Setup charges (even if
embedded in the "per board" cost) are probably the dominant factor.
