what is it then ???

if it has only 2 leads to it and its on an EI core with windings, doesnt it 
act as a choke or a coil with inductance ( inductor??)  due to the 
core??   ( in AC applications) ???     capacitor, condenser, choke, 
inductor...   car, automobile ...
