An ATX power supply has to have the green wire grounded to turn on.  For
most computer power supplies, all you have to load down is the 5v bus (red),
loading the 3.3 or 12 v bus might help regulation a bit, but the 5 volt is
the main one for it to start up and run.  Typically the 3.3 and 5 come from
the same poewr supply section, the 3.3 is just regulated from the 5 volts.
If the power supply is an AT type, then you won't have to short any wires to
get it to turn on, but the 5v bus still needs a load on it.
