Your local university/college library might carry some of the IEEE
Transactions On... series. As for the Polish patents, who knows, besides
they'll probably be in Polish. All of that stuff has been made obsolete by
digital electronics anyway. For an example, look at

These are energy meter chips similar to what's in the Kill A Watt meter.
They do true power with any waveforms. I got three of these chips F.O.C. by
filling in the samples request form on their website. I never used them
because my soundcard power meter turned out to be simpler.
