I have a method of solving this problem.

Use two different 120 VAC outlets!  This will allow 120 VAC operation up to
a full 40 Amperes.  The three wires from each outlet are connected in
parallel.  Use a small lightweight handheld phasing plug-in tester to check
each outlet for correct wiring before hooking up your plug (Sears has these
for approx $12.50).

You have to be sure the outlets are on separate breakers and get the correct
phasing on your wiring but it allows you to run a PT up to 40 Amps (not
advisable though).  They do work great at 30 Amps though --- that's 3600
Watts input and about the max you would want to push a PT.
