You didn't mention it, but are you tuning your primary everytime you change
your topload.  Each topload will have a different capacitance and will
change the secondary resonant
frequency.  You WILL have to retune the primary everytime you change the
topload.

If you have access to some LEDs and a oscillator (for example, HP 200 audio
oscillator), you can easily measure approximately the primary and secondary
resonant frequencies
to see if you are even in tune.  To me, it sounds like your coil isn't in
tune.
