No, not entirely correct.  High voltage will do anything it can to find a
path between two potentials.
For example, the smallest microscopic hole in say 1 inch PVC will yield a
weak point where arcing through it
can occur.

If you just wrap layers and layers together, you may end up with lots of
these weak points (paths).
You really need a continous sleeve, not some half-mummy looking insulation
around your wire.
