You should be able to splice it by fitting a sleeve of smaller copper tubing
inside before sweating (soldering) the pieces together.  If you don't have
an appropriate size of smaller tubing, cut a short (1" long) piece of the
original tubing, and then slice it lengthwise on one side only.  Then, crimp
it down to the smaller diameter so that it fits snugly inside the two ends
to be joined.  Solder with a propane torch and flux-core solder.  (Lacking a
torch, you might try heating it over the stove when nobody is watching...)
Use sandpaper to smooth the exterior surface.
