Yes one side is good and the other side there is little or nothing.
Before I built my 6 pack MOT supply I was running modified NST's. So I have
had fair luck repairing them. Usually it is just a break in the secondary
winding towards the to, so that would just be a matter of finding that spot
and unwinding the coil to that point. Or it could just be carbon trace in
the tar so its arcing to somewhere it isn't suppose to.
I don't think it would be worth your while to salvage the wire for winding a
coil. The secondaries are usually wound with something around 30 gauge and
have paper between each layer, so between that and the tar residue it would
be very hard to unwind. The primary is wound with something like 12 gauge
and that is fairly short in terms of length. Someone else may be able to
give more exact descriptions.
