The isolation of the outer transformers can be improved by driving them with
back to back MOTS.
This effectively increases the air path length between windings and cores.
I ran a bank of 6 in 1999 like this without oil immersion. 10 MOTs were
used. I think New Zealand Ted drives only the outer MOTs with a variac, the
rest driven directly by 240 V service.

Is anybody ballasting their MOT supplies? I'm not sure I understand the
necessity of the huge capacitances. Problems with power arcing? Perhaps MOT
power is stiffer than even Pole distro xfmr power? I would think some series
resistance on the HV side would help.

Check out my recently (3 days ago) uploaded page on MOT power supplies:

http://users.rcn-dot-com/tcobaugh/motpsu.htm

It still needs a lot of info, but links to all of the known diagrams are
there for 4, 6, and 8 pack MOT PSUs.

Cheers,
