No it won't.  Heat transformer is dramatically reduced.  You need the
turbulence.  Take a block of aluminum with a 1" circular channel wound
through it and then take the same block and put a channel with lots of
cavities, blocks, etc... (and keeping surface area identical), your heat
transfer will be substantially different.

No again.  You run a fan parallel to the fins (little turbulence), you'll
get minumum heat transfer.  Run a fan perpidicular to the fins and you'll
get substantially more heat transfer.
