Hi George,
        In 1994, Twenty-First Century Books of Breckenridge, Colo. 
reproduced the paper you are looking for. The original was: Tesla, "High 
Frequency Oscillations for Electro-theraputic and Other Purposes" in 
American Electro-Theraputic Association Transactions, 1899,pp.9-29. It may 
still be available from TFCB.
