Perhaps.
Perhaps direct excitation of the Ne. The gas is
NORMALLY excited by voltage on the electrodes, but
CAN be excited other ways...
Might be interesting to try it with the leads
twisted together?
Or without the water?
(I've seen 'walk in' EMI rooms 'mapped' for voltage
peaks by taping bulbs to the ceiling, hung in mid
air etc. BUT I disrecall if it was small
incandescents or neons.... years back....)
