Depends a bit on the source impedance (i.e. the NST)... there's a bit(!) of
inductance, so the current (which is what charges the capacitor...) lags the
voltage. You want to fire at the voltage peak on the primary capacitor,
which is going to be later than the voltage peak on the line.
