If it's near the primary and on axis (like yout secondary is) then it's 
definately robbing power, it's called a Shorted Turn. This happens often 
with Strike Rails when people don't notch them properly. In fact, if the 
notch isn't wide enough on a strike rail, the ends will arc to each other :)

Turn an NST on end....one coil is above the primary, one below, they still 
get even power. The power transferred all depends on the coils relation to 
each other in the context of their respecitve magnetic fields, mainly, how 
close physically, and how far off axis.
