Yes the magnetizing current to operate transformers and inductors will cause
the current to lag behind the voltage. So in effect PFC could always be
applied to correct the lag. Certainly the leakage inductance of shunted
transformers needs to be corrected. I just didn't think the inductive load
of a ballast would cause lagging that was great enough to be of concern. But
I have no experience with pole pig systems as I have not completed my own
yet.

I have to disagree. All transformers could use a little power factor
correction including externally ballasted pole pigs regardless of current
limiting type
