Yes, and you won't get only half the voltage but also half of the
short-circuit current.
For that reason you'll put out only 25% of the NST's nominal power.

You can use an autotransformer to step up the voltage...they are quite easy
to find.
In the worst case, you can get it from an electrical hardware dealer.
