Yes you will get 1/2 voltage out if it is designed for 220v and you run it
on 120v.  It may be a bit less efficient if run at 120v.
If you have some basic wiring and safety knowledge with electricity it is
not hard to wire up a 220volt socket from the main box.  
Only do it if you know what you are doing.  If not ask for advice always
before doing it.
