It's the surface of the PVC that needs treatment. The surface, not the
PVC innards become "conductive". D.C. Cox offered good advice: Clean it
with solvent, (sand it maybe), coat it, wind it... ;)

That is probably true if you get a piece right out of the manufacturing
plant.  But most pvc and abs sits for a long time before you buy it, so
you are probably sealing in the moisture permanently.
