Hi Matt,

It is definitly a "DC" cap.  It is common ceramic and not much of it.
Telsa coil RF currents will heat the dielectic up and fail it.

I see you bought it :-))

It can do high voltage filtering and such with ease.  It will not like much
RF AC current, but any high-voltage DC application will be fine.
