Yes, 15 volts is probably too low. I encountered the same problem some time
back and found that with higher voltage I was able to identify the correct
return pin. The solution I used is described here:

i tried hooking the high voltage wire to a 15volt
power supply and probing around with the other wire. i
couldnt get any current and i tried all the pins both
ways. whats going on? is 15 volts to low to turn on
the series of diodes in the multiplier or is there a
capacitor in series? i thought that you could put dc
through those, even though you wouldnt get any
increase in voltage.
