Yep.. hypothesis: the counterpoise forms the other "plate" of the topload
capacitance, and, since the counterpoise is closer (i.e. on the table), as
opposed to the floor, the C is greater, so more stored energy in topload.
Also, less loss resistance in the secondary circuit.
