How does one emit "Undetectable radiation". How does one prove it has been
done? How does one prove they are NOT doing it? There are places that have
ordinances agains high wind velocities, and back when I was in high school, a
certain southern state (name available offlist) came within two votes of
passing an "education simplification act" making pi = 3.0000 in their state. 
Some ordinances are just stupid and meaningless. In reality, a law in this
country is a suggestion until a case involving it gets to the US Supreme Court,
where it is given meaning.
