In a static sence idealy every cap should be the same, but in reality they
are not. a capacitor is a reactive component not a resistor. at the first
moment a capacitor acts like a short. every capacitor feels max current . as
the cap starts to charge slight differentses of reactance makes the voltage
of each cap slightly different. When the cap discharges the same thing tends
to happen. The resistor makes a DC path to adjust these voltages to a common
level. If there is no DC path the voltage can not adjust across an
insulator, as a capacitor is two metal conductors separated by an
insulator.
