OH!!!!!  It IS a big one :-)))))))))))))

Look in steel mill country.  Maybe China would be up to something like this 
where they want a big power plant for the future but an excuse to build it 
now...

BTW - A little 200MW plant is about a million dollar a day operation ;-))
