I think that that would make a fine ground. Sometimes I think that people
are making a larger issue out of grounding than it needs to be. I really
don't think that there should be any concern as to how safe the other pipes
in the building might be, should someone come in contact with them. Drawing
from my own experiences, I know that a lot of houses have the neutral and
mechanical ground in the main breaker box tied to not only an external rod,
but also the water pipes in the building, and there haven't been any safety
issues to my knowledge that have surfaced.
