Adam,

This is a so-called cylinder primary.  There was a long thread
about it recently.  It works fine, but certainly won't give any
benefit.  For small coils and tube coils, it's easier to get tighter
coupling that way.  There's more chance of sparks reaching
down and hitting the primary perhaps.  There's also probably
more chance of primary to secondary arc-overs.  Most folks
use the flat or conical primary.  Magnifiers use the cylinder
primary for tighter driver coupling.
