Ben,

The phase shifter will work fine with a cap-run motor.  But
the phase cap *may* need to be smaller than usual.  The
standard method of checking the *max* resonant rise
voltage across the motor at some variac position will let
you chose the correct phase capacitor.  Look for a 5 to
10V max resonant rise across the motor.

To straighten the hub or shaft, a hammer and a block of
wood often does the job.  Takes experience and patience,
but I do it all the time with excellent results.
