Ballasting 480

Anyone have any experience limiting 480 V -at-60Hz.. By my calculation, 
I'll need four times the inductance to limit to
a comparable VA at 240V.. but what about minimum core area? Let's assume 
I use ,014 grain oriented silicon E/I laminations and
perhaps 50 mills of air gap as a departure.. and I want to limit the 
current to between 15 A and 45 A .. Anyone have any
real world experience with such? Some of the equations that I've seen 
must be terribly conservative in their core/VA recommendation
or distribution trannys would be buzzing off the poles.
