They are "Super-Bute" Potential Transformers.  I have
(3) 20:1 (2400V pri, 120Vsec).  The 30deg C, 55deg C
ratings are VA ratings at nominal and elevated temperatures.
60kV BIL is the ultimate dielectric strength of the transformer
to lightning and switching surges. They are quite heavy (about
50lb ea).  They are good for short duty cycle up to 2.5X
nameplate rating (~1.8-2.0kVA).  Would make a good
PT for a medium power VTTC.

WARNING:  These transformers are LETHAL, and may
require ballasting even in VTTC service to prevent sudden
violent failure of HV components.
