Brett,

You can use nylon bolts, such as those used to fasten toilet seats to the
toilet.  Or, make the form a bit longer and use an internal baffle made out
of something line a plastic kitchen cutting board.  Then you can use
whatever you want (e.g. metal bolts) to secure the secondary.
