Hi Matt,
The sound that you are probably hearing is the ionizing air around the gap. 
It has sort of a high-pitched hissing sound. I have played around with 
ionizers before, and they hiss before they arc to an object. Pretty neat 
stuff. I have also head it when the gap setting on my Jacob's Ladder was too 
great and it wouldn't arc.
