Hi Ralph....

the dirty and sooty part is a fine description of a cap that has been
frying for
sometime...  I'll bet that the dielectric is either paper or P.E.   If you
do a post
mortem you will find large areas of the foil melted thru to subsequent
layers. By
chance, was the cap stored for some length of time on its side?
