Hi Alex

MOT's can easily make 13kv rms.
Use 6 MOT's
2 pairs of 3
center gnd
two secondaries per side in series with un modifed MOTs
Phased primaries to get 180deg between MOTs on each side
Outer two of each pair in oil bath
Do earth the cores
Max stress to core is about 4kv near the inner of the last MOT in each half
I use 6" PVC downpipe for the 4 MOTS in oil but use anything u can find
