Hi Ed, 

No, I'm not mistaking 3-wire 240 service for 3-phase. These hook-ups  
that I'm referring to come from a pole with 3 pigs on it and the secondary 
feeders from the pole pigs to the house are 1 single bare neutral wire
wrapped with 3 insulated wires (standard 4-wire, wye 3-phase service). 
I'm sure of this because I have been by a couple of these houses several
times and paid attention to this detail each time :-)
