Have you considered using an actual PLL? It'd take
some work to make sure no HiV gets through to fry
everything. Optical coupling, so the only thing that
gets fried is a few components?
Using an actual PLL, you might be able to reach your
goal of a "PnP" solution. I'm very interested in your
results.
