I'm not sure what you mean by a 30% efficiency.  If you mean
volumetric efficiency, then I agree.  Homemade caps are huge
for their C and V ratings.  But if you mean efficiency from a
spark length perspective, homemade polyethylene caps will
give sparks that are just as long as commercial caps or MMC's.
