It is possible that some variacs may need PFC, so in that case it would be a
PFC cap for the variac... I would expect this if the cap was between 1 and
5uF, which is small PFC. However I am just speculating... it may be to stop
phase shift or something... if you have a dual trace scope then hook up a
current shunt and measure the V/I and see if there is an offset with/without
the cap... that will tell you if it is a PFC cap or not.
