If you're asking for a capacitance meter, get one that does everything.
My best investment was a Wavetek 27XT, for right around $100, that
measures capacitance, inductance (both primary and secondary
measurements have proven to be very accurate), frequency to 20MHz, and
the usual volts, ohms, and resistance.
