Can't hurt. Not strictly necessary.

In theory, yes.
(In Boston (MA, USA) the Science Museum has BIG
(ex MIT research) Van de Graff. ca 30 feet high.
Part of the demo (unless its changed) involves the operator,
in a 'bird cage' putting his hand against the inside, with
sparks hitting the outside.
While this is VdG, rather than Tesla, it is analagous.
