Do you mean, "along its edges, where they overlap" ?
I presume you would use one long continuous length of foil, wound
in a spiral, rather than horizontal and seperate short strips, overlapped,
which would presumably not be electrically conductive to one another,
due to the adhesive coating under them.
Are these sparks you mention corona, and could this not be stopped
by pressing the edges down hard, and then coating with a varnish,
except under the bottle where it touches the foil platform.
