there are two ways to get the caps you need (well 3 actually):
1. buy retail in small quantity (most expensive)
2. band together and get larger quantities (but still small to the company)
3. find them surplus
if you are patient, you can find what you need surplus - for example, I had
0.22 uf at 1250V caps that seemed to work pretty well - I was selling them
for $20 per 100, but I've sold out and I haven't stumbled on another deal
like I got on those caps.   You will find them at swap meets, or better yet
at a factory that is discontinuing some kind of equipment that uses the
caps - of couse you take what you can find, but you will get a low price.
Right now, I'd look to places that make switching power supplies and UPSs as
a source for such caps, maybe you will be lucky.  The problem is, you need
to find the stuff directly rather than through a dealer, everyone who
touches them marks the item up a bit.  basically, you trade your money for
your time
