   Keeping in mind that I am very new at this I offer the following.
It sounds like your spark gap is way too wide for starters. I am also using
a 15KV -at- 30 ma. NST on my coil. I am using 13 copper pipes inside a piece of
PVC pipe with a spacing of .028 in. between each pipe for a total gap of
about  .34 in. Your gap has a total of almost 2 inches if I understood your
description.  Not knowing the value of your capacitor, it is hard to suggest
more except maybe 4 or 5 more turns on your primary.
What are you using for a toroid??  What Is the diameter of your secondary ??
How far above the primary is the bottom winding of your secondary??
