I asked this about 18 months ago.  Toyed with the idea but decided against 
because I imagine whatever you use as the rotor material you will get 
carbonaceous deposits on the rotor which will act as a conductor, along 
which the spark will simply travel until you reach the next "hole".

I sort of decided it wouldn't be very effective before trying it.  If you 
do decide to go ahead, I for one would be interested in the results.
