They are almost certainly electrolytics.  They don't have to say
"electrolytic" on the cap, you're supposed to know that.  

Electrolytics are the only cap with that much capacity that doesn't fill
a room.  You have what is an aluminum can (usually covered with a clear
or tinted plastic sleeve) with a black plastic end showing two 10-32
screw heads.  You will notice, molded into the plastic, a small plus
sign by one post, or dot of red paint?  That indicates polarity.  There
is usually a small rubber plug, held in place with a pressed in metal
retainer (that is the vent and is supposed to keep the can from turning
to shrapnel in the event you connect it to AC, or reverse polarity, or
high voltage)  (that can be fun too . . .)

They are hardly useless, just not good for RF.  For a DC tesla coil, a
bank of 100 (properly equalized) would make a killer reservoir cap. 
Depending on their pulse characteristics, they might be used for some
other high energy discharge apparatus (rail guns, exploding wires,
vaporizing metal, flash welding, etc.)

They would be great to stiffen the supply in the Tigersourus.  You may
need to beef up the diodes, and put slow blow fuses in the supply, to
allow enough current for the caps to charge.
