I'd avoid using fuel hose as an insulator. More and more often they are made of
antistatic (slightly conducting) materials. Carbon dust is one common method
of avoiding static buildup and making it slightly conductive. At
high-voltage systems
this is a very bad idea. Anything with even  a relatively high resistance
will conduct
considerable currents. 

I'd stick to (non-black!!) plastics just to be sure. Vinyl (or pvc) are one
possibility.
There are lots of other good hose materials like poly ethylene/propylene,
teflon, silicone,
and so on. No reason to make the bad (and more expencive!) material choise.
