25 kV per inch is too high a value. We use a calibrated 1 million volt Van
de Graaff and it measures accurately at 26.5 kV per inch between a 40 inch
terminal and a 14 inch ground terminal. In Tesla coil work we have
measured a million volts at a 9 ft. discharge between two 1/2 dia. rods.
500 KV required 5 ft. discharge path. These are PEAK potentials.
