Mike,
I can't say for sure about the PE sheet, but I wound a secondary on some
PE drain pipe that was white on the outside and had a black layer in the
middle. The coil was totally useless as it started arcing through the
middle at very low voltages, so I jettisoned the black poly and haven't
looked back.
